Low consumption watt and high consumption watt

I recently went to an electronics store with a friend to purchase some cable.
I specified to the seller that I needed 2×0.25 (mm 2) cable. he didn’t have it in his store and told me that he has 2×0.5 cable. i told him that’d fine as well. but he inquired :
– What do you need that for?
– I need it for a video projector
– How much is consume?
– I don’t know, maybe 100W at most.
Then he asked the ridiculous question:
– Low consumption 100W or high consumption 100W?
I was thinking what is he saying and instantly my friend told him that it will turn on 2 hours per day max. he replied, “No, you didn’t get what I asked”. and after that the conversation changed and i didn’t understand what he really meant.
After a few days of consideration and research, I was unable to find anything that related to his question, but for a quick review, I can say that the joule per second is the alternate unit of power. In other words, 1W devices use 1 joule per second, and 1 joule is always 1 joule. There is no such thing as a high or low joule. for example, if I said she was 1.5 meters tall, would you say long meter or short meter?
