Low consumption watt and high consumption watt

I recently went to an electronics store with a friend to purchase some cable.
I specified to the seller that I needed 2×0.25 (mm 2) cable. He didn’t have it in his store and told me he had 2×0.5 cables. I told him that’d be fine as well. But he inquired :
– What do you need that for?– I need it for a video projector
– How much is it consuming?– I don’t know, maybe 100W at most.
Then he asked what I thought was a ridiculous question: “Low consumption 100W or high consumption 100W?”
I was thinking about what he was saying, and my friend told him instantly that it will on for 2 hours per day max. He replied, “No, you didn’t get what I asked”. And after that, the conversation changed, and I didn’t understand what he really meant. After a few days of consideration and research, I was unable to find anything that related to his question, but for a quick review, I can say that the joule per second is the alternate unit of power. In other words, 1W devices use 1 joule per second, and 1 joule is always 1 joule. There is no such thing as a high or low joule. For example, if I said she was 1.5 meters tall, would you say ‘ long meter’ or ‘short meter’?
